Kenosha County Executive Samantha Kerkman today announced her appointment of Gregory
Boldt to serve as the county’s Director of Highways and Highway Commissioner.
Boldt, who is presently the Deputy Director of Public Works and City Engineer for the City of
Kenosha, will begin working in his county position July 1. He will serve on an acting basis,
pending the County Board’s confirmation of his appointment.
“Greg is an experienced engineer with many years of public-and private-sector experience and a
deep familiarity with our area,” Kerkman said. “I am pleased to add him to our outstanding
Kenosha County team.”
Boldt joined the City of Kenosha in August 2018 in the position of Assistant City Engineer and
was promoted to his current role in January 2023. As Deputy Director of Public Works and City
Engineer, Boldt leads an Engineering Division of 20 team members including engineers at
various levels of professional development, engineering technicians, geographic information
system specialists, computer-aided design and drafting technicians, surveyors and stormwater
specialists.
Prior to his tenure with the city, Boldt worked for more than 16 years as an engineer with Baxter
& Woodman Inc., a consulting engineering firm with offices in southeastern Wisconsin,
northeastern Illinois and Texas. His duties there included management of construction
engineering services for various municipal clients in north-suburban Chicago, as well as the
Village of Paddock Lake.
Boldt received a Bachelor of Science in engineering from the University of Wisconsin-
Platteville. He and his family live in western Kenosha County.
“Being a resident of the Village of Salem Lakes for approximately 20 years, I am excited for the
opportunity to work and serve in the community where I reside,” Boldt said. “I am looking
forward to collaborating with the city, villages, and towns to maintain and improve the critical
transportation infrastructure in Kenosha County.”
Boldt succeeds former Highway Director Clement Abongwa, who departed in April to take on
the role of Dane County Highway Commissioner.
Kenosha County Public Works Director Shelly Billingsley, who worked with Boldt in her
previous role as the City of Kenosha’s Public Works Director, said Boldt will be a strong
addition to her administrative staff.
“Greg is knowledgeable, detail-oriented, and highly experienced as an engineer and a manager,”
Billingsley said. “I have no doubt he will hit the ground running in overseeing the county’s
transportation operations.”
