Kenosha County Board Supervisors toured the Kenosha County Human Services Building construction
site at 3500 52nd St. Monday to see firsthand the work completed thus far.
Partners In Design Architects provided an update on the progress of the project, made possible with a
$9.85 million Neighborhood Investment Fund grant. Grant specialist Amy Anderson Schweppe also
attended the tour on behalf of the Wisconsin Department of Administration.
“It was a pleasure to share a sneak peek of this state-of-the-art facility that will bring vital services to the
center of the populations we serve,” Kenosha County Executive Samantha Kerkman said.
The new 147,000-square-foot facility will consist of 68,000 square feet of existing retail space that is
being thoroughly renovated, as well as a two-story, 79,000-square-foot addition. It is located in the Sun
Plaza shopping center, alongside the Kenosha Human Development Services headquarters and across the
parking lot from the Kenosha Unified School District Educational Support Center.
“From a medical-grade laboratory to inviting, public programming spaces, the design meets the need for a
building that will house a wide-range of services,” Kerkman said.
The building will be home to the divisions of Aging and Disability Services, Behavioral Health Services,
Public Health, Veterans Services, Children and Family Services, and Workforce Development services –
services currently located at the Job Center building at 8600 Sheridan Road, a structure in need of
significant repairs.
The project is the result of an innovative public-private partnership between Kenosha County and Bear
Development. As part of the agreement, Bear will assume ownership of the Job Center property on
Sheridan Road upon Kenosha County taking occupancy at Sun Plaza. The Job Center property will be
used for future private development.
The project is expected to be complete mid-year 2026.
